Estado de coisas na Organização Meteorológica Mundial

Na semana em que começou a conferência das Nações Unidas, em Poznan, sobre as Mudanças Climáticas, saiu um relatório interno das Nações Unidas, sobre uma auditoria à WMO (Organização Meteorológica Mundial). O relatório, disponível no link abaixo, que tem as particularidades de representar a própria visão das suas centenas de funcionários, tem algumas conclusões bombásticas:

-Almost one third of respondents thought that the WMO objectives and expected results were not clearly communicated, although this was felt more strongly by the General Service category (49%).
-The Inspector is of the view that WMO should assess the effectiveness of meetings and seek ways to reduce expenditure on meetings, releasing resources for programming, particulary for capacity development under the technical cooperation programme.
-During his interviews with WMO staff, the Inspector heard frequent complaints about the Integrated Resource Management/Oracle system, particularly that it was time consuming, created confusion and was not user-friendly.
-There was clear resistance to using the system to the extent that established procedures might be overridden, posing internal control risks.
-In recent months, have you seen conduct that you thought violated WMO's Code of Ethics? Yes: 30.2%

Este relatório segue-se à descoberta há uns anos de corrupção e fraude nas eleições de 2003 na WMO. Com uma instituição preocupada mais nos passeios (quantos estarão em Poznan?), sem objectivos comunicados, e com recursos a não serem utilizados de forma eficiente, ou mesmo em sentido contrário às orientações definidas, como podemos confiar neles e nos seus resultados?
